New Economic Zones (1976–80)

1976–80 — Vietnam’s government sends city dwellers, many from Saigon, to clear and farm land in New Economic Zones in the Central Highlands and the south. Many lack tools, seed and farming skills. Some drift back to the cities; for others, the zones become a step toward the boats and a way abroad.
