NKVD Order No. 00447 (1937)
On the Stalin’s Soviet Union map as “The Lubyanka”
30 Jul 1937 — Nikolai Yezhov signed Order No. 00447 at NKVD headquarters. Known as the “kulak operation”, it assigned every region a quota of people to be shot and sent to camps. Regional chiefs repeatedly sought higher limits. Nearby, in the House of Unions, the show trials of 1936–38 were staged.
